Policies and measures to cope with vacant properties in the era of Japan’s depopulation – focusing on land banks

Summary
This research grasps the progress of local government initiatives that aim to cope with issues on vacant and abandoned properties through a questionnaire to Japanese municipalities, focusing on mandatory demolition and the subsequent ownership and usage. Case studies will be conducted in old housing estates as well as dis-urbanizing areas, a recent national planning scheme. Also, this research refers to recent development of U.S. land banks in order to holistically propose a structure of the Japanese counterpart entity that handles vacant and abandoned properties.

Outline of Research Achievments

This research analyzed governmental policies and measures to cope with issues on vacant properties in Japan considering compact city in the era of depopulation. Also, this research grasped updates of land banks in the U.S. Even under current situations with no land bank law, Japan’s local governments should clarify locational potential of vacant properties so that they collaborate with the housing market to repurpose vacant properties.
